On 25 August 1939 U-23 left Wilhelmshaven for the North Sea carrying magnetic mines. On 3 September 1939 she was ordered to make haste for the Humber Estuary and sew the shipping channels with her mines though before she could lay any mines after arriving in the estuary that night, she received an immediate recall order and returned to base.
